I believe the character Starhawk is referring to is most likely The Question. He's not a zombie, of course, but that's how Starhawk's mind works.

Although isn't being presumed dead a part of The Question's back story?

Too bad Deadman couldn't keep his humanity from Brightest Day. He just has to hope for necro pussy.

I gave up on the Question when they killed Vic Sage and replaced him with Renee Montoya for no good reason; they easily could've let Vic live and just had Renee declare herself "Carpet Muncher" or whatever, if they wanted to make her a superhero.

I don't even know if either of them still exist, what with these fucking endless DC universe reboots.

And you just might be the only person who understands how Starhawk's mind works!

Oh yeah, The Specter is a dead detective.

Well there was hope that Montoya screws up so bad that Vic Sage is brought back to life via his Nanda Parbat connection.

I think that actually happened, but who can follow all that "New 52" DC stuff?

According to Wiki, The Question has appeared in the New 52. But he's now some sort of cursed being like the Phantom Stranger.

They should have just left Alan Moore's origin for the Phantom Stranger alone.
